The United States Treasury Department is engaged in direct talks with Russia’s economic envoy, Kirill Dmitriev, to explore potential economic cooperation as efforts to resolve the Ukraine conflict continue. This development was confirmed by Steve Witkoff, a special envoy of US President Donald Trump, following his meeting with Russian President Vladimir Putin in St Petersburg.
During the discussions, the parties addressed various economic matters, including future trade relations, diesel supplies to the US, financial arrangements, and Russian fertilizer exports. Witkoff emphasized that the US Treasury is independently working with Dmitriev to identify economic opportunities that could arise if US-Russia relations improve. He also mentioned ongoing discussions with Ukrainian officials regarding postwar economic prospects.
However, specifics regarding sanctions relief or changes to existing financial restrictions were not disclosed. Dmitriev, who leads the Russian Direct Investment Fund, has been a key figure in fostering economic and diplomatic contacts between Moscow and the Trump administration. Despite the US sanctions that continue to limit significant areas of bilateral trade and investment, these talks signal a renewed engagement between the two countries.
Putin offered to supply American farmers with Russian fertilizer and discussed potential diesel shipments to the US, proposing an initial delivery of about 40,000 metric tons, depending on the completion of financial arrangements. Witkoff welcomed these potential supplies, suggesting they could benefit American consumers and alleviate cost pressures on farmers and transport operators. Putin asserted that the announcement of additional supplies has already contributed to a decrease in global diesel prices.
While these discussions point to a possibility of limited economic engagement, no comprehensive agreement to restore full trade relations was reached. The impact of these negotiations on existing sanctions remains uncertain. Nevertheless, Witkoff highlighted that resolving the Ukraine conflict remains a primary goal, proposing the resumption of trilateral negotiations involving the United States, Russia, and Ukraine to identify practical steps toward a peace settlement.
Overall, the dialogues between Washington and Moscow indicate a dual focus on economic issues and diplomatic efforts, although significant challenges persist in resolving the conflict and shaping future bilateral relations.
